CUPS keeps a database of all possible installed drivers - to speed up 
generating driver lists during printer configuration (or simply when printing), 
it builds a driver database containing information about every installed 
driver. This database is created at first startup, and whenever the 
cups-drivers package is updated (or drivers are installed manually). 
 
It's unfortunate that it takes long, but it's unavoidable.
