Package: ppp

Some of the object files built by the ppp package are not built using
our CFLAGS/CPPFLAGS.  I suspect there may be other problems lurking
here as well.

Add some more sanity to the upstream Makefiles.  This makes it properly
cross-compile, so I'm closing the bug.  However, there are some other things I
want to take a closer look at.
