bug#335: Packages not using our CFLAGS

Some packages use their own CFLAGS and override ours.  This is bad for
various reasons; one is that we use -Os in building LNX-BBC (to save
space, frequently at least several kilobytes uncompressed per binary),
and another is that some of Nate's reorganizations may require builds
to use our CFLAGS.

I'm trying to fix this, but the upstream packages vary widely and
there isn't a general solution.

For many packages (which don't supply anything important in their own
CFLAGS, and which use a proper Makefile, and which use the CFLAGS
variable), you can say

BUILD_ARGS = CFLAGS="$(CFLAGS)"

but this doesn't work everywhere.
