libc_nonshared.a clarification?

Using the latest STABLE cvs, and on a pristine Debian stable system,
builds die in glibc with the ld: //lib//libc_nonshared.a not being found.

I searched the bug lists and archives for some tips, and I see that on
gargoyle there's a symlink of /lib/libc_nonshared.a to
/usr/lib/libc_nonshared.a.  But I don't see this on any of my Debian
stable systems.  I grep'd /var/lib/dpkg/info/* for any packages that might
have post-install'd the symlink for /lib/libc_nonshared.a, but I came up
short.

Was this created manually by any chance?
