I'm not sure if this answers your question, but... I know that in my case,
I was changing a bunch of things that would end up in /etc on the
BBC. Most of the files I wanted to change were located in
special/bbc-provided. By changing what's in there and editing the makefile
(if necessary), that should get you what you want.
Other things, like boot logos and the like, need other modifications to be
made, just in other gar-dirs.
