Release of bluez-libs-2.13 and bluez-utils-2.13

Hi Folks,

I released new stable versions of the Bluetooth library and also the
utilities. These are actually somekind of X-mas or end of year cleanup
releases, because there is no real new stuff in there. There are some
preparations for upcoming kernel features, but they are not in 2.6.10
yet and the next -mh patch is pending at the moment.
