Release of bluez-hcidump-1.18

Hi Folks,

I released a new version of the hcidump package. This version extends
the verbose decoding for the HCI protocol. Most of the HCI commands and
events are now supported. The verbose decoding is off by default and you
must use the -V parameter to enable it.
