Release of bluez-hcidump-1.19

Hi Folks,

I released a new version of the hcidump package. This version adds the
decoding support for the L2CAP retransmission and flow control frame
formats. At the moment these new L2CAP features are not supported by the
kernel, but it will make further development easier.
