Release of bluez-libs-2.16 and bluez-utils-2.16

Hi Folks,

I released new stable versions of the Bluetooth library and also the
utilities. With these releases the storage of the link keys is moved to
an ASCII based file under /var/lib/bluetooth and finally a device name
caching is available. The hcitool is capable of using this new cache and
its scan command is modified to support extended scanning methods.
