Release of bluez-libs-2.24 and bluez-utils-2.24

Hi Folks,

I released new stable versions of the Bluetooth library and also the
utilities. These are the X-Mas releases for this year. They are
maintenance only releases to push out the pending stuff and fix some
small problems.
