FWIW Magenta in Vienna, Austria, ("my" ISP) has a DOCSIS cable network
(besides other) with way more then 1 mio. (perhaps 1,5 mio. nowadays - I
didn't check recently) of customers running internally everything on IPv6
and masquerading on the border to 84.115.208.0/20 (and not only since
yesterday;-) ...

IMHO the idea of "one IPv4 address per user" is long (read: since lots of
years) dead ...
