Locking a running process

Dear OM users,

Maybe someone of you can give me some hint how I can solve the  
following problem:

On our cluster somebody has launched a job that writes constantly to  
disk, and therefore the jobs always remains on the home node. In  
order to free the home node I would like to migrate the job on  
another node (using migrate), but it always comes instantly back to  
the home node after a quick migration. I tried to lock the process using
echo 1 > /proc/PID/lock
but when I check /proc/PID/lock using "more" I always find a 0 in  
there ... is it possible to lock a running process or is it possible  
to migrate a running process and lock it on an external node?
