  I think this is exactly what 'xjobs' is designed to do:

  but the web documentation is a bit thin, and the tar files wont 
extract on my Linux box (I had to copy them to a solaris box where 
ancient solaris tar coped happily). I'll have a word with the author...

  Anyway, the man page reads thus:

SYNOPSIS
      xjobs [options] [utility [argument ...]]

DESCRIPTION
      xjobs reads job descriptions line by line and executes  them
      in parallel. It limits the number of parallel executing jobs
      and starts new jobs when jobs finish.

  I might try it on our OM cluster - it'll give me something to tell the 
user who launched 45 jobs (on a 20CPU cluster with a dozen active users) 
what to do!
