oM memory balancing in OpenSSI-1.9

Hi,

I started upgrading the oM-2.4 memory load balancing code in OpenSSI
to kernel-2.6.  With memory balancing turned on I also disabled rload
compensation.  I haven't looked at if rload compensation is correct.
Process migration is not giving EBUSY.  So I guess it's working.
