I had this too. It turned out to be caused by the init node failing to
pass the network configuration correctly to the other nodes.

I never really solved it properly, but it started behaving properly when
I installed openssi-webview.

We have a failover cluster config where the kernel is panicing before
drbd can complete transitioning from the master who just disappeared to
the slave/backup.  Is there some way to delay the kernel panic to allow
drbd to finish its nodedown code?
