OK, I've "solved" this problem by copying the RPM to a slightly newer 
version number in the repository (openssl-0.9.7d-15.13.1.i586.rpm instead 
of openssl-0.9.7d-15.13.i586.rpm).

My question is, why would I have to this at all?  I used the command:
/usr/bin/genbasedir --bloat /home/ftp/pub/linux/suse/i386/9.1-Pro updates
to rebuild the apt repository after replacing the corrupted RPM.  
Shouldn't that command re-build all of the MD5sums for all of the RPMs in 
the repository?
