I wouldn't say that smart is targeting to solve the many-repo
problem. It just carries the technology that some (ab)use to do
preferencing and weighing.

smart's strengths are in its algorithms that indeed find the best
solution for your packaging problem, where you can define "best"
(i.e. least packages involved etc.) via a crediting mechanism (and not
only the per repo weighs).

And another bonus is that smart works on almost any package based
Linux distribution, so it's here to conquer the world ;)

But to get back to the poster's question: There is no momentum anymore
in maintaining apt-rpm. You will have to seek another depsolver sooner
or later.
