IIRC there was some statistics that had 97% of some FC release in the
past not needing filelists.xml. This still leaves 3% breaking if
filelists.xml is not considered. Unfortunately I don't know which
packages are involved.

For a release officially supporting repo-md I think the filelists.xml
support should be part of it, but release early, release often is
always a better plan. How about tagging repo-md support as a preview
feature if filelists.xml support doesn't make it?
