Announcement of intention to backport electrum and dependencies

I intend to backport electrum and associated dependencies to trixie.  Electrum 
is a lightweight bitcoin client (it allows spending and receiving coin without 
the need to have a full copy of the blockchain on your device).

Electrum depends on python-electrum-ecc (a new package that used to be 
included inside of electrum, but has been spun off upstream as a separate 
Python project) and an updated version of libsecp256k1, which is a library 
that is part of the bitcoin-core project and is used for cryptographic 
operations.

I intend to backport the dependencies first and then the main electrum 
package.
