There is a significant bug in at-spi2-core that prevented re-enabling
Orca after it was disabled. It is fixed in at-spi2-core 2.56.1-2 which
I think will migrate to Testing later today. The upstream discussion
was at https://gitlab.gnome.org/GNOME/at-spi2-core/-/merge_requests/182

I'm not sure if that is the same bug you are experiencing.
