Hmm...  It's ok if "hire developer" web site will not fully pays off - I think 
I could find job oppurtunities on that web site if I'll create one.
 
Timeconsuming could be handled through decent error handling, self-describing and
self-documenting errors, through which support / maintenance time would also go down.
 
I have done once some mailing list + web forum from scratch (approximately 10 years ago)
- but things has changed a lot since then - also requires bit different area of expertise.
 
Meanwhile, I'll contact you directly if we could establish some cooperative development if possible...
 
I think main question of my still remains unanswered - who owns / controls debian.org web site, and
can I host new web site under it...

You should setup your own site and then you can submit a request to  the
Debian Consultants page which will list your Enterprise...

Of course, it must be Debian related, which mean, you code  a  software,
pack it correctly for the Debian  Distribution  (=>  your  customer  can
install it flawless on th Debian System) and if youhave  sold  e.g.  100
Licences of your BIN Package, relese your software under GPL and request
a sponsor for the Upload to the Debian Mirror.

Coding such software andd selling it, includes support for years,  which
could be not very funny and  you  will  have  never  success  with  this
business modell, if you do not offer support und bugfixes!
