I like that the listed licenses do stick to the SPDX naming standard.

Why not using popcon data. To my information the install images are 
based on that data. The "most used" packages are on the first image. Do 
we still have Debian on multiple DVD images? ;) Why not listing all 
licenses from the first (and maybe second) image? That might be by 
definition the "most important" packages.
