I think there is a misunderstanding. No one forced me to something. :)

The important point is that the reuse-standard or the current 
implementation
of their reuse-tool does require it. "spdx2debian" follow this standard
(or implementation) does not want to add workarounds or exceptions to 
the
behavior of "reuse-tool".
