When you referring to "spdx2debian" I need to clarify. It is important 
to
distinguish between "practices" and "standards".
There is Debian and there is SPDX/Reuse. My "spdx2debian" is in
between an somehow try to bring them (or some of their good documented
packages) together.

That is why we discuss this here. If a project is 100%-spdx-compliant 
there
is no need for a * stanza. But technically if multiple files in the repo 
share the same
license and the copyright info, and if they are not mixed with other 
files in the same
directory "spdx2debian" will use "somedir/*" for them. It is not that 
unflexible. ;)
