[help] python-pyani upgrade to 0.2.13.1

Aloha,

I have attempted to bump the version of python-pyani to 0.2.13.1
but the test suite of the module is giving me many difficulties,
and I don't expect to sort them all by myself timely.  I would
welcome help from someone more fluent with Python than I am to
finish the job.  The git repository[0] is up to date.  Salsa
CI[1] gives an idea of the test items that are failing at the
moment.
