htslib ecosystem 1.21

Hi,

The htslib ecosystem has been available for some time in newer
upstream version 1.21, but the Debian package in unstable is
still in version 1.20.  I am preparing an upload of htslib 1.21
to experimental to get a picture of how things are looking with
relation to reverse dependencies.  I'm not expecting any major
breakage, but I vaguely recall there is some coupling between
the different components, so prefer anticipating things a bit
before throwing too much entropy in the archive.  htslib does
not look entangled in any ongoing transition, so maybe I am just
too cautious here.
