Upgrade of sra-sdk

Hi Aaron,

while trying to fix bug #1087096 (Python SyntaxWarning) I realised there
is a new upstream version of sra-sdk.  I somehow got cmake passing after
adapting some patches (review would be welcome) but not the build
fails[1] and I have no idea how to fix this.

In case this might be relevant:  I just uploaded ncbi-vdb 3.1.1 to
experimental - so if this might be helpful its there.
