Free cluster3 (Was: Bug#1092364: cluster3: needs rebuild for Python 3.13 as default)

I'm happy to get rid of non-free software.  However, even better would
be to rather free the code as it was discussed 8 years ago[1].  Charles,
you are in a way better position than I to decide whether cluster3
without any GUI is sensible to have or not.  (Or whether there is some
chance to get a definite answer of the copyright holders without burning
to many person hours on our side.)
