Non-trivial issue cmtk: FTBFS with CMake 4

Hi,

this issue is infortunately non-trivial and a simple
   DCMAKE_POLICY_VERSION_MINIMUM=3.5
is not sufficient to solve the bug.  It would be great if anyone with
some CMake knowledge could have a look.
