For example, the Mozilla::CA requirement can be removed from 
Alien::Build::Plugin::Fetch::HTTPTiny in libalien-build-perl and be 
replaced by a dependency on ca-certificates.

HTTP::Tiny uses the system's certificates if Mozilla::CA is not available.
