Bug#1103042: tracker.debian.org: Remove translation "issues" and "l10n status report"

Dear maintainers,
the package tracker does as a box "action needed". In there you can find a link
to a "l10n status report" and "Issues found with some translations" under
specific circumstances.

The problems
:
 1. The team behind "l10n" is inactive and not responsive to any issues related
to their packages and features. For example the "dl10n" package itself was
removed from Debian repository because of unfixed issues, pending and never
merged PRs and no response from that team.

 2. The "Issues" are false positives in some cases. This is one of the bugs
never got fixed. As an example please see "backintime"
(<https://tracker.debian.org/pkg/backintime>) (disclaimer: I am the upstream
maintainer). The issue is not an issue.

Because of that and with the quality of Debian GNU/Linux in mind I recommend to
remove that connection from the tracker because there is no big value but more
harm.
