please consider "Rules-Requires-Root: binary-targets" as a Smell

Hi Lucas,

After fixing many team-maintained packages to build without
"Rules-Requires-Root: binary-targets";
I strongly believe that the remaining ~200 packages using this should
be accounted as Smell too.
They most commonly had other problems.

The worst offenders were the "Rules-Requires-Root: binary-targets"
that were cargo-culted in just to silence the former Lintian warning
(it even says so in the changelog)
