How would Debian stop someone from doing that? Even if we pass a GR saying
that people aren't allowed to do that, why would they pay any attention to
our GR? Debian has no legal authority to tell anyone to do anything absent
some sort of lawsuit, and even if we were willing to spend the money on
lawyers for that sort of highly complex lawsuit, it seems fairly clear
that most governments have no intention of giving us a cause of action.

I would be delighted if governments would put a stop to this, given that
LLM scrapers launched a denial of service attack against my personal web
site that forced me to turn off my gitweb instance. But the governments we
actually have obviously do not care in the slightest about the independent
web, so I'm not holding my breath.
