Description : Native bindings to libmpv media player (FFI sys crate)

Low-level FFI bindings to libmpv (already packaged in Debian as
libmpv-dev), providing raw access to libmpv's client API. Ships pregenerated
bindings by default, so it does not require bindgen/libclang at build time.

Needed as a dependency of an upcoming WebKitGTK6-based rewrite of `stremio`
(wishlist bug #943703), which embeds mpv for video playback. Unrelated to
the older git-fork "libmpv2" crate vendored by the currently-packaged
stremio-gtk (CEF-based) — this is the actively maintained crates.io crate.
Already packaged and verified to build cleanly against unstable; will
upload once this bug is assigned.
