Safe, ergonomic Rust wrapper around rust-libmpv2-sys (see that ITP), for
embedding mpv-based playback and rendering in Rust applications.

Needed as a dependency of an upcoming WebKitGTK6-based rewrite of `stremio`
(wishlist bug #943703). Packaging note: one of its three examples uses the
sdl2 crate, which is not in Debian; that example (and only that one) is
dropped by a small patch, since it is the only thing needing sdl2. The
integration test suite is marked broken: two of its tests need a real
audio device (ALSA/PipeWire), unavailable in a sandboxed build. Already
packaged and verified (full build + autopkgtest + lintian) against
unstable with this patch; will upload once this bug is assigned.
