I sent the IPs to Thomas too.

Yes, indeed.

I noticed almost all users with O contributions have:
lastlang = pt_BR
active = 1

For the users with "active = 0", there is the link to "Activate user" 
created by Thomas recently.
I believe only the users on this case hasn't logged in.

Before delete an user, I think Thomas will need to check if they really 
have 0 contribuitions in all languages.
