My first guess is going to be that you have downloaded the dpkg.deb file onto a textmode mountpoint. From a cygwin shell, do a 'mount'. determine the mount type of the mountpoint where the .deb file is located. If necessary, move the .deb file to a binmode mountpoint, and see if that fixes your problem.
