As far as I knew, the only way to use some of the debian install-tools is to 
install the cygwin tools. There are dselect, dpkg and some dpkg-* programs.
But it is not  possible to build debian packages in cygwin by default. A lot 
of tools are missing (e.g. fakeroot).
