I don't have a solution to the issue your having but also have the same 
one. The way I get around it is to go have the Menubar visible and then 
when I want to create a new folder or file, I go to the menu bar and 
select "File - Create New - Folder". If you do not have the Menubar 
visible, you can click on the hamburger thing on the far right and 
select "Create New - Folder". It is not as convenient as clicking and 
selecting with the mouse in the file panel like I used to be able to do 
but it does work.
