This is already the case today, there is no requirement for a 
ftp.ccTLD.debian.org to offer anything but /debian/ over HTTP, and DSA 
will happily repoint it to any service that provides that well for the 
region.

Of course they are using it, we're advertising it to be used! This is what 
should stop, if we have any concern for our users.
