I thought of something like this a while back. The Gentoo Prefix project
looks
vaguely like a starting point. mostly It would seem to be an issue of
setting
PREFIX and such when executing the prebuild enviroment setup.

Also portage can generate some annoying dependency issues that only really
show up when installing binary packages.
the cause there seems to be different dependency information in the package
manage and the binaries in the package.
I never went anywhere with my own stuff. (being almost completely useless)
