If I understand what you are saying, then yea I agree. Generally there is
little sense in install software per user --rather it makes more sense to
install it globaly and control access to particular users if need be.
Nonetheless there are still many occasions when people install software per
user. It is especially common amount web-hosting servers as the admins
aren't keen on officially providing and maintainaing every software package
under the sun. Please correct me if this isn't what you meant.

Btw, have any of you guys seen http://objectroot.org/ I not 100% sure about
it yet, but my initial impression, I have to say I am quite impressed. I
may incorporate this into the design. Would love to hear others take on it.
