I have definitely decided to the later layout for the GotoLinux project.
I've started to work in here:

However I think the FHS++ ideas are still an improvement on current FHS.
Yesterday I partially converted my Debian box over to use it.

    bin  -> /user/all/bin
    etc  -> /user/all/etc
    root -> /user/root/home
    sbin -> /user/root/bin
    var  -> /user/all/var
