If they're continuing the same effort they are probably compatible.
Then I'd vote for either the one or the other.
If they are not compatible they should be both added but be mutually
exclusive to each other.

But I think they should really be maintained by someone who actually
uses it. Maintaining a package just for the sake of having that package
is IMO a bad idea because the maintainer can't catch changes that may have
to be done. In the example of LPP, that would be a change to the init-scripts
so that information about the startup process are displayed and the progress
bar is drawn.
I'm not an active user of that thing, either. At least, not anymore.
