Interpretation of the Mission Statement

Hi list.

The "Official Wording" and the "Textual Interpretation" started by stf and
extended by me are now quite close to each other.
The content/meaning has not changed, but a lot of things have been spelled
out more clearly and with practical examples.

That's why I suggest making the current "Textual Interpretation" the new
"Official Wording". Currently, both are - as stated - very close to each
other and having both will cause confusion.

Please also have a look at those as they contain important information as
to what makes a package a basic package maintained by the ROCK Linux
Development Team and what makes a package non-CORE (third party) and will
NOT necessarily be maintained by the ROCK Linux Development Team.


Unless there are any objections I'd like to merge this by the weekend.
