problem with Etherlink III and redhat 8

I have added the lines alias eth1 3c509 = to modules.conf. When trying to bring up the card it gives the error:=20 SIOCIFFSFLAGS: Device or resource busy Running the el3 tool identifies the card on io 0x300 and irq 15. I don't = think these are in conflict with any other card.
