I just had this problem myself. 

Get eepro100-diag.c from http://www.scyld.com/diag. Compile it and run 

    eepro100-diag -ee

to see if PCI sleep mode is enabled. If it is, then do 

    eepro100-diag -G 0 -w -w -f

to turn it off. You must then do a cold boot.
