This is one of a large set of updates that will be out in the next few
days.  The diagnostic and netdrivers packages will likely not be out
until next week, when the 64 bit tests are complete.

Updated to diag-example outline v2.07
  Changes to the usage message
  Use specific bit-width types from <sys/types.h>
  Cleaner setting of advertised capabilities and transceiver setting
  Allow specifying the index of the transceiver name.

Restructured the configuration EEPROM code to make it easier to add ad
hoc updates.  The checksum calculation and write code has been moved to
a common code section.

Show a message when the configuration EEPROM has a blank transceiver
setting.

Show "not compiled in" messages when attempting to change the MAC
address or do emergency recovery when that update code has not been
enabled with -DENABLE_HWADDR_UPDATE=1.
