You are apparently using the old 1.09 driver with 36 updates.
(My current driver release number is 1.28 of 7/22/2003.)

But my guess is that this problem is unrelated to the driver version,
unless a driver option has been set.  (Although the value in the Link
Partner Capability transceiver register looks bogus.)

This looks like the switch port is at a fixed speed.

Check the cable to make certain that it is paired correctly.
Try a different cable.
