Uh, no. The switch has no special uplink port. It supports uplink on any port. 
But i did have the uplink cable in that port before, thats why i never tried 
putting the cable there.

I also switched cables between machines just to check and as i said, a 
perfectly working cable in another machine also only gets link in port 16 in 
this one.

Now i just plugged the uplink cable in another port.
